Rabat – After the parliament rejected a proposal to increase Morocco’s budget for education, activists have launched an online petition to reverse the decision.Two Federation of the Democratic Left (FGD) MPs, Omar Balafrej and Mustapha Chennaoui, presented to the House of Representatives a set of nine amendments to the 2017 Finance Bill which would devote 4 percent of the national budget to education. They were the only ones who raised their hands in approval.“The proposal was categorically rejected by the parliament. [However,] we must restart the debate on the budget of education, each Moroccan loves his/her country should adheres to the educational reform project,” wrote Soulaiman B., the creator of the petition. To date, 3,769 have signed the petition.After a photo of the two FDG members raising their hands was shared widely on social media platforms, Moroccans have started taking photos with the same pose as a show of support to the campaign.“Reality is, education in Morocco suffers from many deficiencies,” Belafrej had told Morocco World News previously. “The program the FDG proposed is, indeed, true to the federation’s principles, but it is also reasonable and applicable.” The MP then asked campaign supporters to remain loyal to the FGD during the next elections.read more
Rabat – The father of former Polisario Front leader Mohamed Abdelaziz died on Saturday in Inzegane, southern Morocco.Khalil Rguibi died at the military hospital of Inzegane following a long period of illness, Moroccan media reported. Rguibi was more than 100 years old.On Thursday, the former soldier was taken to a hospital in the city amid a “gastric complication” for which he had been receiving medical treatments. Rguibi outlived his son, who died in May 2016 after three decades at the top of Polisario leadership.Moroccan Father, Separatist SonUnlike his son, who took up arms against his home country, Rguibi was a former soldier in the anti-colonial Army of Liberation during the French and Spanish colonialism and then the Moroccan Royal Armed Forces.The father and son parted ways in 1972 when Abdelaziz decided to join the movement of Sahrawi students that would become the Polisario Front.Rguibi said in an interview with pan-Arabist London-based newspaper Ashraq Al Awsat in 2002 that his son was studying at the University Mohammed V in Rabat at the time.“He didn’t tell me about his decision,” said Rguibi, who was at the time serving in Moroccan army near the borders with Western Sahara, which was still under Spanish occupation.Rguibi said he spent many years in the small city of Kasba Tadla where he had been transferred, not knowing whether his son was alive or dead.It was only 11 years later when he heard the late King Hassan II say in a speech that the Polisario chief is the son of a Moroccan father who still lives not far from the city of Marrakech. Since then, Abdelaziz came to be known locally in Morocco as “Abdelaziz Al Marrakchi.”A Tough LifeRguibi’s life had not been easy. The former Moroccan soldier saw members of his family, including women, arrested by Moroccan authorities in the early 1970s. Back then, the uncontrolled activities of his son Mohamed Abdelaziz and other Sahrawi young men in the Sahrawi city of Tantan, over which Morocco regained control a few years after independence from the French occupation in 1956, made Moroccan authorties suspicious.Morocco feared those activities would undermine its endeavors to regain control over Western Sahara from the Spanish colonizer.When he was transferred to Kasba Tadla in the 1970s, he said he was thankful to God that he was spared the turmoil that Western Sahara saw at the time.Rguibi said he was the victim of “marginalization” by the Moroccan state, as he didn’t receive a pension other than his retirement allowance of MAD 1100, a meager sum with which he was unable to provide for his 14 family members.Nonetheless, since his military service came to an end in 1980, he maintained that he was a Moroccan, criticizing those who took arms against the state, whether during Spanish control of Western Sahara or afterwards when some former members of Polisario came back to Morocco.Yet, Rguibi saw that he was partly blamed for the action of his son who he had not seen since he left to join the separatist organization.“I was threatened from all sides. I was told, ‘Look what your son did,’ or ‘This is because of your son,’ and I used to respond he was no longer my son since he left me. My son is he who is still under my custody. But he who is no longer under my custody has become free in what he thinks,” the former soldier said.In 2005, some Morocco civil society activists tried to organize a trip for Rguibi to meet with his son, but the plans did not materialize.When reporters from Moroccan news daily Al Massae approached Rguibi’s entourage four years later to learn why the meeting did not happen, they were told the old Sahrawi man did not have the inclination to travel.Further, Rguibi wanted “to embrace his son in his home in his country, Morocco, not in some foreign land.”read more
“The Secretary-General is pleased that the Greek Cypriot leader, His Excellency Mr. Glafcos Clerides, and the Turkish Cypriot leader, His Excellency Mr. Rauf Denktash, have now agreed to meet in Cyprus on 4 December 2001,” said his spokesman in a written statement. “The Secretary-General hopes this meeting will move the process forward.”The Secretary-General’s Special Adviser on Cyprus, Alvaro de Soto, will be present at the meeting, according to the statement.
“Most of the governments are saying that they would want to see the effort internationalized, but not only with regard to political and economic reconstruction and institution building,” Mr. Annan told his semi-annual news conference at UN Headquarters in New York. “They would also be prepared to consider expansion in the security area. If it were a United Nations-mandated force and there was an international effort to pacify Iraq, they would all feel more comfortable contributing to it,” he added. Under the most recent resolution on Iraq, the UN is ascribed a wide-ranging role on political, economic and humanitarian matters, but the United States-led administration was recognized as the interim governing authority. On the issue of contributing to Iraq’s reconstruction, Mr. Annan said some governments “would want to give it to a United Nations or other international body, and not necessarily pay into the United States-United Kingdom fund.” But he added: “I am not sure we are anywhere near a second resolution yet. But the discussions are ongoing.” A UN umbrella was important not only for Europe or India, he said, but also for Arab states in the region who would feel more comfortable contributing to stabilizing Iraq under an international banner. “So, whatever we need to do to move forward, we should not hesitate to do it,” he declared. “If it does take a second resolution to get everyone to pull together to get it done, let us do it.” Video of the news conferenceread more

That deal was the culmination of four years of talks hosted in Havana, Cuba, between the two sides, and which led to a cessation of hostilities and agreements on key issues such as political participation, land rights, illicit drugs and victims’ rights and transitional justice.The two sides vowed to press ahead on a deal, and on 1 November, the UN Security Council sent a letter to the Secretary General authorizing the UN Mission in Colombia to verify the ceasefire and cessation of hostilities, following a request from the Government and FARC-EP.Other functions include organizing operational aspects of the joint ceasefire Monitoring and Verification Mechanism, formed by the Government of Colombia, FARC-EP and coordinated by the UN Mission. It also entails visiting FARC-EP camps and Public Force units to ensure compliance with the ceasefire and cessation of hostilities. It is the case of the mother that she understood that the child would follow fairly soon to England, once his capacity to enter the United Kingdom had been established,” said Mr Justice Holman.”The mother has never seen that child again. For at least six years she has not had the slightest idea where her child is. She does not know whether he is still in Afghanistan and, quite frankly, in view of the strife within that country in recent years, she cannot even reliably know whether her child is still alive.”He added: “It is hard to imagine a greater suffering and torment than that which that mother must daily go through.”But he said there had to be “some limits” to the litigation, which the woman had launched nearly six years ago. “Over £100,000 of public money has already been expended on litigation in relation to the whereabouts of this child, who has in fact never, ever set foot in the United Kingdom,” said Mr Justice Holman.”At some point a judge will have to grapple with the overriding objective and considerations of cost and proportionality.”Detail of the case emerged in May, in a ruling by another judge. Mr Justice Peter Jackson concluded that the father knew where the boy was, and ordered him to provide information about the youngster’s whereabouts.Lawyers representing the man said the “investigation” into the boy’s “situation” was in the hands of Afghan authorities and they said a judge in England should not “seek to take over”.Mr Justice Jackson said the case was “highly unusual” and described the order he made as unprecedented.But he said the answer lay in England – because the father lived in England. More than £100,000 of British taxpayers’ money has been spent on a family court dispute centred on a seven-year-old boy who was born in Afghanistan and has never set foot in the UK, a judge has revealed.The boy’s parents left him with an uncle in Afghanistan when he was a month old, judges in London have heard.They then travelled to England and subsequently separated.The boy’s mother, Hadiah Hashimi, says she has not seen her son since she left Afghanistan and wants him brought to England.She says her estranged husband, Sayed Hashimi, knows where he is and she has taken legal action.Mr Justice Holman says both parents are getting legal aid. The judge has told how the boy’s mother has run up more than £60,000 in lawyers’ bills and his father more than £40,000.He has revealed figures in a written ruling on the latest round of litigation.Mr Justice Holman says at some stage a judge will have to balance the overriding objective of the litigation against the cost. Earlier this year another judge had concluded that Mr Hashimi knew where the boy was, and ordered him to provide information about the youngster’s whereabouts.Mrs Hashimi claimed that Mr Hashimi had not told the truth and had breached that order. She asked Mr Justice Holman to rule that Mr Hashimi was in contempt of court and to jail him.read more

She is not sure if she will be working more with the new recruits or the more experienced talent. Deeb did say she was excited about possibly working with the newer recruits. Two electric motors, one at each axle, provide approximately 301 horsepower. It’ll scoot from 0 to 62 miles per hour in 6.3 seconds and continue on to an electronically limited 112 miles per hour. Its 82-kWh battery should be good for about 280 miles by European WLTP standards — expect a slightly lower figure by US EPA measurements. The Q4 E-Tron isn’t just a carbon copy of the E-Tron SUV already destined for sale. Its look is a little tighter and more futuristic. The headlights are slimmer, and the whole front end is a bit more aggressive, separating itself from Audi’s current design language, which is better reflected in the production E-Tron. Out back, there’s a slight taper to the roof that gives the Q4 some familial relation to the Q8 that recently launched. The main infotainment screen flows into a glass-look trim that covers the top of the dashboard. The climate-control screen has been pared down in a big way, resting above a push-button shifter and even more glass. There’s a new steering wheel design in front of a gauge cluster screen, with some properly wild vents flanking it.When it makes its debut in 2020, the Q4 E-Tron will be the fifth production Audi EV. The E-Tron SUV is already on sale, and it’ll be followed by the Q2L, a long-wheelbase electric Q2 for China. After that is a production version of the E-Tron GT four-door “coupe,” and the Q4 E-Tron will debut at the same time. Now, I know what you’re thinking: That’s four cars, not five. Either Audi’s really bad at counting or there’s a surprise yet to be revealed. Budget airline SpiceJet on Tuesday said that it has got shareholders’ nod to raise funds worth nearly Rs 5,000 crore.At the company’s 31st annual general meeting, on 28 December, the shareholders also gave their consent to the appointment of promoter Ajay Singh and his wife Shivani Singh as directors, according to a regulatory filing by the company.Also, the shareholders have approved the appointment of R Sasiprabhu as an independent director, PTI reported.India’s second-biggest budget airline by market share was on the verge of collapse late last year, before an ownership change in January this year that saw Ajay Singh acquiring the entire 58.4% stake held by the Marans.Following the infusion of funds by Singh to restructure the loss-making airline, SpiceJet returned to making profits in the January-March quarter this year, earning Rs 22.5 crore. The airline also posted profits in the following two quarters, supported by a fall in fuel prices and increased passenger traffic on its flights. The turnaround has led to over 260% increase in its shares so far this year.SpiceJet recorded a passenger load factor (PLF) of 92% in October and its market share increased to 12.8% in the month. It saw passenger traffic of 8.99 lakh during the month, according to a data from Director General of Civil Aviation (DGCA).In November, the airline had said that it was in talks with aircraft manufacturers Boeing and Airbus to expand its fleet by more than 150 planes. Currently, the carrier has a fleet of 41 planes and Singh plans to “more than quadruple” it.Led by a turnaround, SpiceJet saw its share prices rise by nearly 300% so far this on the stock exchanges.read more

Enroll Now for Free A couple of years ago, Instagram launched Instagram Direct, a built-in messaging system that lets users share photos or videos with each other — either one-on-one or in groups of up to 15 people. Now, with over 85 million monthly users, it’s time for Instagram Direct to get an update. That’s finally happening today with a few new features, which include threaded messaging and a way to share Instagram content as Direct messages.Threaded messaging is fairly self-explanatory — instead of having to start a new message every time you want to send a photo or video to someone, you can go ahead and send them right in an existing conversation. You can also now snap a quick response photo in the thread itself and name your messaging groups if you want to differentiate one Direct message group from another.As for the kinds of photos and videos you can send, that previously only included your own content. Now, however, you can also share pretty much anything you see on Instagram — perhaps a funny picture your friend took at a party or a video of cute kitten — as a Direct message. You can do so by tapping a curved arrow (it’s located right next to the heart and comment icons) underneath the Instagram post. This will prompt open a Direct message window. Simply enter in who you want to get the message, hit send, and away you go. On the recipients end, when they see the sent image, they can tap it to view the original post. Aside from individual Instagram posts, you can share hashtag and location pages too.And don’t worry about people sharing any of your private photos — your privacy settings will remain intact. Share Travelweek Group Friday, December 22, 2017 Strong holiday bookings for the Caribbean, with sell-outs MIAMI — Hotels in Caribbean destinations spared by this year’s hurricanes are reporting holiday season occupancies in excess of 90%.More than 70% of the Caribbean was not impacted by hurricanes Irma and Maria, notes Frank Comito, CEO and Director General of the Caribbean Hotel and Tourism Association (CHTA).CHTA says it canvassed a number of Caribbean destinations this week to see how they are faring for the holidays and into the first quarter of 2018.The results are encouraging, says Comito, with a surge in holiday bookings, and forward bookings into the first quarter of 2018 that are keeping pace with or surpassing 2017.Several destinations reported that a number of their hotels are anticipating sell-outs over the Christmas and New Year’s period. Fannie Mae FHFA Freddie Mac 2014-09-02 Seth Welborn in Daily Dose, Government, Headlines, News, Secondary Market September 2, 2014 450 Views Share FHFA Shifts Goals to Support Low-Income Borrowers The Federal Housing Finance Agency (FHFA) proposed last week a rule to establish new housing goals for 2015 through 2017 for Fannie Mae and Freddie Mac.The FHFA is required by the Housing and Economic Recovery Act to establish new housing goals annually for the GSEs, and the current rule expires at the end of 2014.For single-family housing goals for 2015 through 2017, FHFA requests comment on three alternative approaches. The first alternative involves using Home Mortgage Disclosure Act data to calculate both a prospective benchmark level and a retrospective market measure; the second alternative involves setting only benchmark levels; and the third involves setting only the retrospective market level measure.Under the first alternative, prospective benchmarks for the percentage of all single-family purchases would remain at their current levels of 23 percent for low-income families and 7 percent for very low-income families for 2015 through 2017, encouraging the GSEs to promote more “safe and sound lending” to low-income borrowers, according to FHFA.Under the second alternative, single-family benchmark levels would be lower than the levels that have been proposed; and under the third alternative, prospective benchmark levels would not be set.For multifamily housing, a subgoal would be established in an effort to make it easier for low-income families to afford smaller properties (those with five to 50 units).Under the proposed rule, Fannie Mae’s benchmark levels for the number of multifamily housing units will remain at their current levels of 250,000 units for low-income families and at 60,000 for very low-income families through 2017. For Freddie Mac, benchmark levels for low-income families would move upward from the current number of 200,000 units up to 210,000 for 2015; 220,000 for 2016; and 230,000 for 2017.For very low-income families, those levels would increase from their current level of 40,000 up to 43,000 for 2015; 46,000 for 2016; and 60,000 for 2017.
