Alberta to allow rehab of orphaned black bear cubs in coming weeks

first_imgEDMONTON – A ban on private rehabilitation of orphaned black bear cubs in Alberta is to be lifted by the province in the coming weeks.The ban, which has been in place since 2010, has meant that bears orphaned in the province have been killed or sent to zoos.Officials say they have been working with wildlife sanctuary operators to develop a new policy. They had hoped to have it in place before this spring’s black bear hunt, which started on Sunday.“We’re close, but it’s still not ready for public release,” said Matt Dykstra, a spokesman for Alberta Environment and Parks. “It was our hope to have it in place by the start of the spring hunt. It’s our expectation that it will be completed very soon.”Dykstra said a new policy will be in place in “weeks, but not months.”It wasn’t immediately clear what will happen to any orphaned bears found this spring before any changes take effect.A wildlife sanctuary operator in southern Alberta said her facility is ready to take orphaned animals, but she said she’s not holding her breath.“They can change a policy as easily as they change their socks or underpants,” said Clio Smeeton, director of the Cochrane Research Institute, which rescues, rehabilitates and releases injured and orphaned wildlife. “It’s just a matter of writing something down.“There is over 30 years of solid scientific research and peer-reviewed published papers, including some we’ve published, that show that wildlife rehab works.”The province said Wednesday it will allow the compassionate rehabilitation of orphaned black bear cubs in circumstances where returning them to the wild is not the best option.It will also consider public safety and the resources of rehabilitation centres, said Dykstra.“Our desired outcome would be … safely returning the animal to its native habitat so it can succeed in the wild.”Three black bear cubs were found abandoned in a washroom along the Trans-Canada Highway in Banff National Park a year ago. They were sent to a rehabilitation facility in Ontario and are set to return to the national park this year.There was also a public outcry after an Alberta facility wasn’t able to take in a young black bear found injured along a highway near Calgary.British Columbia and Saskatchewan have bear rehabilitation centres, but they do not accept out-of-province bears.There are bear rehabilitation facilities in central Ontario that accept bears from other provinces, but the Ontario government insists that the animals be returned to the province of origin for release.last_img read more

Yemen peoplesmuggling from Somalia and deaths pick up steam UN reports

The drowning occurred when two boats with some 260 people on board feared coming closer to shore, UN High Commissioner for Refugees (UNHCR) spokesperson Jennifer Pagonis told a news briefing in Geneva. Most of the survivors were arrested after arriving onshore by the Yemen coastal armed forces but some managed to escape. Since January last year, more than 26,000 migrants have been recorded arriving on the coast of Yemen from Somalia. At least 340 people have died making the dangerous journey, while more than 300 remain missing. There are currently more than 88,000 registered refugees in Yemen including 84,000 Somalis. “The new arrivals reported that thousands of Somalis and Ethiopians in Bosaso (northern Somalia), including families with small children, are waiting to cross the Gulf of Aden,” Ms. Pagonis said. “Some estimated the numbers to be more than 9,000. “Several Somalis told us they left their homes before and during the hostilities between the Ethiopian army and the Union of Islamic Courts forces, but were forced to stay in Bosaso due to rough sea conditions. They also said that smugglers have become more careful of the Yemeni coast guard which has increased its patrols,” she added. The new arrivals said they were searched and had money taken by some of the armed men before being taken inland. UNHCR immediately asked for clarification from the Yemeni authorities who said they would address the problem, caused as they said by “bad elements.” About 200 people were taken to UNHCR’s Mayfa’a reception centre in southern Yemen, where they were given food and medical assistance as well as clothes and plastic slippers as most had lost their possessions. On Friday, another boat arrived at the coast between Aden and Hadramout carrying 51 Somalis and nine Ethiopians. The Somali new arrivals, as a rule accepted by the Yemenis as refugees on a prima facie basis, were registered and the Ethiopians were given appointment slips for further interviews. UN agency helps Ecuador to deal with backlog of Colombian asylumseekers

“UNHCR has sent a status determination team to Ecuador to support the Ecuadorian refugee commission’s efforts to deal with a growing backlog of asylum requests from Colombians,” spokesman Kris Janowski told reporters in Geneva. The UNHCR team, sent to Ecuador at the request of the Quito Government, has been travelling throughout the border region, interviewing asylum seekers and providing training and advice to Ecuadorian officials. The agency estimates that more than 1,800 Colombians have requested asylum in Ecuador so far this year. “In the second half of 2000, over 12,000 people fled to Ecuador, mainly from the Putumayo region of Colombia,” said Mr. Janowski. “Most of them returned to Colombia without requesting protection in Ecuador, but some 1,480 were recognized as refugees.”UNHCR is providing basic emergency assistance, including food packages, medical supplies, education and housing support to the refugees.Mr. Janowski lauded Ecuador, a signatory to the 1951 Refugee Convention, for its “generosity” towards those who have fled to the country.UNHCR, which has offices in Venezuela, Ecuador, and Colombia, estimates that well over 1 million people have been displaced by the conflict in Colombia since 1995. read more

The Broncos defeated the Cardinals, 41-20.Credit: Courtesy of TNSWhen Peyton Manning broke the NFL’s all-time passing touchdown record last week with the 509th of his illustrious career, many wondered if the former Colt and current Bronco is now officially the greatest quarterback in the NFL’s history.He very well could be, but, in my opinion, breaking that record does not change a single thing.The man whose record Manning just topped? Brett Favre.Favre — even while he held the record — was rarely in the conversation surrounding who the best quarterback ever is.And the man Favre grabbed the record from back in 2007? Dan Marino. Marino, again, a great quarterback, but not easily classified as the greatest.The reason for those two not being the top quarterbacks of all time, even while each holding the career passing touchdowns and yardage records, is simple — championships.And it is the same reason why I believe Manning — for now, at least — stacks up a rung short of the top.Between Manning, Favre and Marino — the three greatest quarterbacks ever if you go by their individual passing yards and touchdowns — there are only two championship rings. Favre won one in a 20-year career, Manning has won one in a 17-year career and Marino never won a Super Bowl in 17 seasons.Manning is 11-12 in the playoffs. He has won 70 percent of his regular season games, but holds a losing record when it really counts.That is something that cannot be overlooked.Now, of course, wins and losses are team accomplishments and it is not fair to put it all on the quarterback. But Manning’s game has taken a step down in the postseason, beyond losing more games.In his career in the regular season, Manning has thrown 0.43 interceptions for every touchdown pass. Come playoff time, that number soars up to 0.65.In Super Bowls, Manning has thrown more picks than touchdowns. He averages more than two passing touchdowns per game in his career in the regular season, but has never thrown more than one in each of his three Super Bowl appearances.Heck, even in 2006 — the year Manning won his only ring — he threw seven interceptions compared to three touchdowns in the playoffs. That’s not simply just a step down for a great, that’s downright lousy.Karl Malone might have more points than Michael Jordan, but no one will ever mistake the Mailman for being in the discussion for the greatest basketball player ever.That is for the most part because Malone never won a championship, while Jordan elevated his already-phenomenal regular season play in the playoffs. By the end of Jordan’s career, he was six-for-six in the NBA Finals.Similarly, Joe Montana, a great regular season quarterback in his own right, stepped it up to another level when it really mattered. In four Super Bowl appearances, Montana never lost — and never threw an interception.Regular season statistics are great, but, at the end of the day, teams are after the pursuit of the gold. If Manning can add another championship before his career ends — which is rapidly approaching — the book can certainly be reopened.But for now, Manning’s accolades are not enough to lift him into the greatest ever until he can prove to have something different than the regular season wonders before him. read more

iFixit confirms leaked iPad 3 display resolution

first_imgIf you can remember all the way back to last week, you may recall a leaked display component that was allegedly from the iPad 3. It looked legit enough, and appeared to show quadruple the pixels (double the resolution) of the iPad 2 under a microscope. At the time, there wasn’t a lot of reason to doubt the authenticity of the part, but sometimes bogus claims are made.Today any doubt that this was indeed an iPad 3 display can probably be put to rest. The display was sent to techno-handyman site iFixit (by MacRumors, who published the original story), to give it a more thorough examination. The big hope was that iFixit’s engineers would be able to connect the display to an iPad 2 and power it up.That didn’t happen. As it turns out, the iPad 3 display has a different LCD cable, one which isn’t compatible with current iPads. iFixit pondered the prospect of splicing connectors and rigging the display to fit the iPad 2; but the site decided against it, citing time constraints and no guarantee of success.What iFixit was able to do, though, was confirm what was originally reported about the display: that it has a resolution of 2048×1536. How can anyone determine the resolution of a powered-off display? By looking at it under a microscope, and comparing it to an iPad 2 display, of course. An equal area on both displays shows exactly 4x the pixels in the iPad 3 as in the iPad 2. There are 786,432 pixels on the iPad 2’s 9.7-inch display. The iPad 3 will have 3,145,728 pixels, or 2048×1536. Ergo, Retina display.Though dummy parts have been known to fool journalists and bloggers before, this leaked display is almost certainly the real deal. A display with resolution this high isn’t likely something that could easily be faked by suppliers, and it is obviously tailor-made for an iPad. So you’d may as well label it a sure thing that the next iPad will have an astounding “Retina” display.The details of the iPad 3 have been Apple’s worst-kept secret since the iPhone 4 landed in a Redwood City bar. In addition to the 264ppi display, it is expected to sport a faster — possibly quad-core — chip, a bigger battery, a slightly thicker (but more tapered) case than the iPad 2, and upgraded cameras. Greyhound racing banned in NSW

first_img Facebook Twitter: @NeosKosmos Instagram New South Wales has decided to put an end to greyhound racing, declaring it illegal across the state as of July 1 next year, Premier Mike Baird has announced.“In response to widespread illegal and unconscionable activity, including the slaughtering of tens of thousands of dogs, I can today announce that NSW is putting an end to greyhound racing,” said Mr Baird.Twelve months after its establishment, a report by the Special Commission of Inquiry into the sport has revealed that between 48,891 and 68,448 dogs were killed over the past 12 years, considered unsuitable for racing.The report also brought Greyhound Racing NSW under fire, claiming that the organisation had adopted a policy of deliberately misreporting the extent of injuries the greyhounds experienced when racing, including skull fractures and broken backs.While Greyhound Racing NSW is yet to comment on the ban, according to AAP, it has since updated its website with a flyer outlining the reform that had occurred between February 2015 and February 2016.However, the report, conducted by former High Court Judge Michael McHugh, concluded the greyhound industry was incapable of reform and that the benefits do not in fact outweigh the shortcomings.“It appears unlikely that the issue of the large-scale killing of healthy greyhounds by the industry can be addressed successfully in the future,” said the report.In a Facebook post by Mr Baird, he took the opportunity to express his “empathy” for trainers and others who are a part of the sport and face losing their job and hobby. Over 1,000 jobs are sustained by the industry and there are nearly 6,000 registered owners of greyhounds.“Over the coming months, we will consult with the industry to help minimise the pain as best we can for the innocent industry participants as we work towards an orderly industry shutdown,” said the premier, adding that a strategy will be developed to work with the RSPCA to manage the welfare of existing greyhounds.“I understand the disappointment of people who enjoy having a punt on the dogs. first_img MovieBob Reviews: ‘Shadow’MovieBob Reviews: ‘The Curse of La Llorona’ Is Happy Death Day good?Pretty good.What is it?A slasher movie, set primarily on a college campus and following a popular member of the top sorority who’s being stalked on her birthday by a knife-wielding killer whose identity is concealed by a cartoon baby mask.That doesn’t sound very original.Did I mention that the killer manages to successfully murder his target in the first act?Then how is she the main character??Because immediately after being killed, she wakes up in bed – not alive, but with everyone and everything in the world having been reset to the morning of her birthday again… and only she’s aware of this. Then the killer gets her again, then she wakes up on the same day again, and this keeps on repeating every time she’s killed.So it’s Groundhog Day, but as a slasher movie?That’s the basic idea.That’s pretty cool! What else is interesting about it?That’s… pretty much the entire hook.Oh. But it’s good?Yeah! As fixes for reviving the slasher genre apart from “make them good again” go, this is actually a pretty ingenious one. You get to kill the same characters over and over with minor variations, and you have a valid excuse to re-use sets, footage, coverage, entire scenes – that’s a money saver for a genre that kinda thrives on that. You can imagine a perfectly decent slasher movie being executed on that premise, and Happy Death Day is a… perfectly decent slasher movie.Is there more to recommend beyond the premise, though?One thing that’s fun is that our main character doesn’t really start out as one of the good guys. She’s not “evil” and doesn’t somehow DESERVE to be killed by the real-world logic. When she’s introduced, it’s as a stuck-up, snobby, casually-heartless mean-girl elitist from a sorority full of the same. Which I guess she’d kind of have to be since the whole point of these time-loop stories tends to be that you get a chance to refine yourself into a better person and thus have to start out “bad.” But here that ends up meaning we’re following and rooting for exactly the sort of character who’d die first – and with the least amount of sympathy – in a conventional slasher.Anything horror fans, in particular, should look out for?I’m quite a bit more fond of the baby-mask over black hoodie look for the killer – it’s simple, but it works and feels immediately iconic. That might feel like a small thing, but I’ve seen SO MANY attempts to create memorable-looking slasher villains in my time that it’s refreshing to see this one stick the landing.Problems?I’d be lying if I said I didn’t come away a little bit disappointed that it doesn’t do MORE with the premise. It does “enough” to not have wasted it, but there are few places where it seems like a much more interesting movie was about to break out and then just… didn’t. And while a sense of unrealized potential definitely speaks well of the people who made and worked on the film in terms of having promising futures – in the NOW, it’s still unrealized.But overall you recommend it?It’s no classic, but given that October tends to be the month when studios dump their most disposable horror offerings into theaters angling that audiences hungry for Halloween fare will watch just about anything; the fact that Happy Death Day is pretty good and even fairly original for its type is definitely refreshing. A scene in the trailer shows one of his co-workers falling into what looks like a Sarlacc Pit (a toothy hole in the ground, seen in Return of the Jedi — nom nom Boba Fett) as Cal looks on.”Whatever you do, don’t reach within,” he says, referring to his latent Force abilities.Since we know that Sarlacci (yes, that’s the plural form) can spend a thousand years digesting their victims, it makes sense that Cal instinctively use his Force powers to save someone from this icky fate.We also catch sight of him wielding a blue-bladed lightsaber with a fancy hilt unlike any we’ve seen before. It looks like this weapon has seen some action, so it probably belonged to some ancient Jedi with an awesome backstory — let’s hope we learn all about them during the game.d4aqf6mwsai3dpjThe teaser poster hints at the scale of this adventure. EA Does Cal have any friends?The Jedi might be pariahs under the Imperial regime, but Cal’s not a total loner. We’ve been introduced to BD-1, a droid ally who seems like he’ll be by Cal’s side for the whole game. Legendary sound designer Ben Burtt, the man who created the lightsaber’s iconic hum, Darth Vader’s breathing and R2-D2’s beeps, will voice BD-1. So he’ll probably sound pretty cool at least.Cal will also have former Jedi Knight Cere Junda, played by Debra Wilson of Madtv and Star Trek: Deep Space Nine, as his mentor. That’s pretty much all we know about her for the moment, but she presumably went into hiding after surviving Order 66.star-wars-jedi-fallen-order-inquisitorsThe Second Sister leads a pair of Purge Troopers. EA Who are the bad guys?The Second Sister, a member of the Jedi-hunting Imperial Inquisitorius, will be on Cal’s tail during the game. In the trailer, we see her hanging off a ship’s viewport and impressively using the Force to control its flight stick and pull it off course. This character previously appeared in the 19th issue of Charles Soule’s amazing Darth Vader comic series, but that was just a cameo. She’s the second-highest-ranking Inquisitor, a group introduced in the Rebels CGI animated series, so expect her to be pretty deadly.She’ll be backed up by Purge Troopers, who investigate Jedi sightings and are trained to fight them using electrostaffs. If they can’t get the job done, they summon the Inquisitors. Will there be any sweet, sweet merch based on this game?Oh yes, Star Wars and merch are like the prequels and gloriously awkward lines. You can’t have one without the other. The Jedi: Fallen Order stuff will hit on Oct. 4, known as Triple Force Friday. There will be plenty of toys, collectibles, books and clothes based on The Rise of Skywalker and The Mandalorian.star-wars-jedi-fallen-order-666x1024Padawan Cere Junda and Master Eno Cordova go an an adventure in Star Wars Jedi: Fallen Order — Dark Temple, which is a stupidly long title. Marvel Comics Is there going to be any tie-in media?Hope you like comics, because Marvel will reveal what Cere got up to as a Padawan, along with her master Eno Cordova, in a five-issue prequel comic miniseries. Star Wars Jedi: Fallen Order — Dark Temple will be written by Uncanny X-Men scribe Matthew Rosenberg, with art from Paolo Villanelli (who did the first issue of Vader: Dark Visions).”The Jedi Council sends the pair to the remote planet Ontotho to oversee the excavation of a mysterious temple; on Ontotho, dueling forces of local resistance and ruthless security troops clash in a war for the fate of the planet, with the Jedi caught in the middle,” the release said.The first issue hits shelves Sept. 4, and StarWars.com revealed the first four pages on its preview. They see the Second Sister investing a suspected Jedi sighting in the wake of the Order’s destruction — presumably it’ll flash back to the prequel era to show Cere’s adventure.Are there any other Jedi games?So many, but only a few are single player adventures. If you’re looking for a few bites of Force wielding action to tide you over until November, these are good options. Keep in mind that none of them are part of the Star Wars canon anymore — they were swept aside when Lucasfilm Order 66’d everything but the movies and The Clone Wars CGI animated series in 2014.Jedi Knight 2: Jedi Outcast came out in 2002 and put you in the role of Kyle Katarn, a conflicted Jedi who’s basically the Chuck Norris of the Star Wars universe, in the years after Return of the Jedi. This amazing game is pretty dated at this point, but the lightsaber combat is a delight. It’s available on PC, GameCube and the original Xbox, if you have one.Its 2003 sequel, Jedi Knight: Jedi Academy, is excellent too. You don’t play as Kyle, which is sad, but you do get a customizable lightsaber with double-bladed or dual wielding options, which is awesome. You can play that on PC and Xbox.the-force-unleashedThe Force Unleashed was a big deal in 2008. LucasArts The Force Unleashed, which came out in 2008, is a very similar game to Jedi: Fallen Order. This one sees you playing as Galen Marek, the supersecret apprentice of Darth Vader in the time period between Revenge of the Sith and A New Hope. Needless to say, he didn’t stay a secret for long and ended up more Jedi than Sith.It’s a short but decent action game that had staggering production values for the time and hit pretty much every gaming system on the market. The Xbox 360, PS3 and PC versions are the best though. 2:16 These guys also showed up in Vader comics, first appearing in No. 13, where it was revealed that they were from the last generation of Clone Troopers produced from Jango Fett’s DNA (as seen in Attack of the Clones). Since the clones were better soldiers than the conscripted Stormtroopers, you can expect them to be way harder to take down in the game. And we can expect Cal to take it personally if he realizes these guys have the same faces as the clones who slaughtered his Jedi family.Curiously, the Purge Troopers in the gameplay demo don’t sound like Dee Bradley Baker (who played all the Clone Troopers in The Clone Wars CGi series), suggesting that they aren’t all clones or EA didn’t bother getting Baker board for the game.EA got ahead of the cosplayers by having a pair of them step onto the stage at Celebration Chicago, where Zampella took a selfie (which has to be a violation of Imperial military protocol). Dating app use linked to unhealthy weight control ways

first_imgResearchers have found that using a dating app may be linked to an increased risk of unhealthy weight control behaviours (UWCBs) such as vomiting, laxative use or diet pill use. The study, published in the Journal of Eating Disorders, shows that people who use dating apps are more likely to suffer from eating disorders. The study included over 1,700 adults who completed an online survey which assessed their use of dating apps and their weight control behaviours. This allows Johns Hopkins to develop criteria that meet the requirements of the federal Protecting Access to Medicare Act (PAMA) of 2014 when ordering diagnostic imaging tests such as computed tomography (CT) scans, magnetic resonance imaging (MRI) scans and nuclear imaging in the emergency department and ambulatory settings.Johns Hopkins joins 21 other institutions across the nation that CMS has formally approved to design these criteria.“We are honored by this approval, as it dovetails nicely with our effort to improve the value of medical care in our health system and across the nation,” said Pamela Johnson, M.D., vice chair of quality and safety in the Department of Radiology, professor of radiology and radiological science at the Johns Hopkins University School of Medicine and director of the High Value Practice Academic Alliance. “Our goal is to deliver healthcare of the highest quality, safety, efficiency and effectiveness for our patients. By helping doctors and advanced practice providers use evidence in the literature at the point of care to know which tests to order, which treatments to prescribe and when patients can safely be discharged from the emergency department, we aim to avoid unwarranted variation in care and avoid unnecessary use of medical resources that does not add value, while delivering the best outcomes for our patients.”Physicians learn best practices during their training. However, as healthcare and technology evolve and improve, medical best practices also must change. And while professional societies publish clinical practice guidelines annually, adopting change can be slow. “Studies estimate that it takes an average of 17 years for new evidence in the literature to translate into changes in practice by the greater medical community,” said Johnson. “We wanted to skip that 17-year delay and improve healthcare quality as quickly as possible so our patients start benefiting right away.”Even before the Johns Hopkins University School of Medicine was designated a qualified provider-led entity, Johnson and colleagues had established teams of physicians from multiple specialties to review primary medical literature and identify the best data to use to design the criteria. After mining the data and writing the criteria, the Johns Hopkins teams integrated them directly into diagnostic decision-making guidelines in the electronic medical record (EMR) system used by the hospitals and ambulatory practices in the Johns Hopkins Health System. From the EMR system, clinicians can access calculators, forms, consultation guides, videos and other resources to make it easier to locate the latest knowledge and best practices when they diagnose and treat patients. To optimize care delivery for each patient, decision trees guide selection of tests and treatments according to clinical symptoms.This effort resulted in more than 70 guidelines addressing both diagnosis and management for a range of clinical scenarios, such as chest pain and syncope, which have already been built into The Johns Hopkins Hospitals’ emergency department electronic medical record system. Preliminary analyses confirm improvements in care delivery — for example, adhering to the chest pain guideline reduced the number of patients with noncardiac chest pain who were admitted to the hospital unnecessarily. The current rate of 3.750 percent can still be used until May 12, 2016.The new rate is a full percentage point lower than when the GSEs established the mortgage modification interest rate in January 2012 at 4.625 percent. It was also 4.625 percent in September 2013. The rate has since fluctuated but has only hit 3 percent three other times.
